He is also a cancer survivor, after he won a battle with oral cancer in 2010. In 1998, Serrano made history when he became the first openly LGBTQ+ and HIV+ person to run for elective office in the history of Puerto Rico, when he announced his candidacy to the House of Representatives of Puerto Rico. He attended primary and secondary school at the Colegio La Piedad and later studied communications at the University of Puerto Rico, Rio Piedras Campus. Serrano grew up in Isla Verde, a district of Carolina.
